Can A Veteran Or Their Spouse Own A Business If Veteran Gets Va Compensation?

My spouse has a 100% VA disability compensation. It’s due to become permanent in a few years. I would like to start a small internet business or get freelance projects for added income, and also to be self-sufficient. But I don’t want to risk the benefits that he has earned and which we need, especially since I am also handicapped and can only work from home. Some papers floating online say VA compensation is “income independent” as opposed to a pension. But others say no. And what about a partial disability rating like 80%, or if one is 100% only due to being unemployable? Or the rating isn’t permanent yet? Can the spouse work?
Also if a veteran publishes a book or sells a painting on occasion, is that going to be an issue? My husband certainly can’t be employed, but he does enjoy writing fiction as a hobby and other things. He won’t pursue these even if the possible income is small due to the risk to his compensation.

Their requirements perfectly match with my skill set infact I will say my experience is little more than their expectations. I have 1.5 yrs gap(I did few freelance projects in that period say for 6 month like 2 month work 2 month gap like that). No way I can join with 50 k salary because expenses and income don’t add up (commutation/babysitting). But what is chance that I can get higher pay rate? How to approach to get higher pay?

Career Confusion… Software, Mcse, Ccna Or Any Other It Certification?? What To Choose?

Hi.
I am BCA student from Ignou. My BCA was supposed to be finished by last year 2007 but it got stretched and am still taking 5 backlog exams. Moreover, I don’t have throughout 60% in my academics. I did a certificate course in java n j2ee from New Horizons, Delhi.
Now, actually am not sure which stream should I opt to make my career in it. Sometimes I think to go for software development as am good in programing and already developed 2 small freelance projects using java and j2ee (servlets). But then my academics comes in focus and haunts me, as for software you need throughout 60% and a degree completed on time. Now, I have a cousin brother, who has been working in IT industry, as a Security Professional at Singapore for the past 13 years, suggests me to go for MCSE certification to get started. As my degree won’t matter here. He also suggested me CCNA but MCSE first. He said that if I am going for software with these qualifications, I won’t get more out of it.
Now, this is what my confusion is, although am good at technical front but my formal degree is affecting my future. I am actually confused and not sure what should I do to get started, adding to it the current slowdown of economy resulting in job cuts.
Please suggest me whether MCSE is a good option or should I go for CCNA first. Or should I stick with software, and in case of software, please suggest the available options for me.
Please note that am not afraid of hard work but just want to ensure that I choose the right decision after consulting with experts. I am ready to go for any certification, like MCSE or CCNA, but are they good for start or software is good for my profile. If you have any other certification in mind, please let me know and also point out a reason for it, if possible.
Please suggest whatever you can, as you may be doing it for 10 points but for me its my career.
