Meaning, can they get a designated section for themselves every week? If they achieve getting their own reserved column, can they loose it if they stop writing? What if they want to start writing again? Can they get their section again?

1I doubt you could get a designated column without a formal employment agreement except maybe at the smallest of small-town newspapers. As for getting a section again after stopping, it’s up to the editor.

2This typically happens in smaller papers, where the columnist has a niche expertise that the executive editor feels that readers will be interested in (music, food, etc.).
If an individual would stop writing…well, you would be replaced. This economy has put plenty of talented newspaper reporters/columnists on the street, so walking away – and believing a newspaper will wait for you – is not an option.
But with the (drastic) cutbacks at even the smallest of papers, this form of media is in the survival mode as it transitions to more use of the Internet and other delivery vehicles. If you can locate a position, consider yourself very fortunate.

3I think it really depends on the newspaper, but it is possible.

5less likely all the time, largely due to guild rules, shrinking revenues (and space) and competition.
